Internal Affairs investigator Moe Tilden (Robert De Niro) approaches Freddy, urging him to help expose Donlan’s operation. Initially hesitant, Freddy struggles with fear, loyalty, and self-doubt, torn between admiration for the cops and his growing realization that they’ve betrayed the law.

As the tension builds, Freddy undergoes a moral awakening. When he discovers that Donlan and his crew plan to eliminate anyone who can reveal the truth—including Freddy’s troubled friend, Gary Figgis (Ray Liotta)—the sheriff finally takes a stand.
