Recognizing the threat, a counter-terrorism specialist from Interpol arrives in New York to brief the NYPD. DaSilva and his partner Matthew Fox (Billy Dee Williams) are chosen for an elite anti-terrorism unit due to their street intelligence and proven bravery. Neither officer is prepared for the sophistication and cold brutality that Wulfgar brings. They endure intense training, including learning to profile terrorists and anticipate violent attacks, but DaSilva struggles with the moral weight of killing—even when necessary.

Meanwhile, Wulfgar begins operating in New York, executing a series of calculated moves to establish himself. His chilling charm allows him to blend into society, but his actions are unpredictable and deadly. After a close encounter in a nightclub, DaSilva sees Wulfgar’s face, marking the beginning of a tense cat-and-mouse pursuit.

The film escalates as Wulfgar seizes hostages aboard the Roosevelt Island Tramway, initiating a high-stakes standoff. DaSilva confronts him, but Wulfgar escapes, further fueling DaSilva’s determination. Wulfgar then targets DaSilva personally, tracking down his ex-wife and using her as leverage in a final confrontation.

The climax unfolds in a suspenseful showdown inside an apartment. DaSilva, disguised and using tactical deception, outplays Wulfgar in a dramatic final moment that ends the terrorist’s reign of fear.
